【摘要】:Thispracticecanbeusedbysurveillanceandtrackingstafftoreportvisualobservationstotheclientsofvisualobservations.Thedataproducedfromsuchobservationswillprovidethebasisforpreparingmapsoftheoil-slicklocation.Thispracticeprovidesaprocedureforreportingthevisualobservationofoilonwaterinasystematicmannerandinacommonformatthatcanbereadilyunderstoodbybothobserversandusersofvisualoil-spillobservationmaps.Thispracticedealswiththepossibilitythatmaterialsotherthanoilmightbeconfusedwithoilwhenusingvisualobservationmethods.1.1Thispracticecoversmethodsofreportingandrecordingvisualobservationsofoilonwaterandrelatedactivitiesandphenomena.1.2Thispracticeappliesonlytovisualobservationsofoilonwaterfromanairplaneorhelicopter.Whileasimilarsetofcodescouldbeusedforclassifyingoilonbeaches,thissubjectisnotdiscussedinthispractice.Itdoesnotcovertheuseuseofremote-sensingequipmentfromaircraft,whichisdiscussedinaseparatestandard.1.3Thispracticeisapplicableforalltypesofoilunderavarietyofenvironmentalandgeographicalsituations.1.4Visualobservationsofoilonwaterfromtheairinvolveanumberofsafetyissuesassociatedwiththeoperationofairplanesorhelicoptersatlowaltitudes.Thesearenotdealtwithinthispractice,buttheobservershouldbeawareofthehazardsofsuchoperations.1.5Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
